布了〈充分利用文化遗产进行爱国主义和革命传统教育〉的文件。后来又下发了〈关于在全国中小学开展爱国主义教育　

的通知〉。这两份文件的重点都是教育那些没有经历过抗日战争或内战的青少年。　

天安门悲剧之后邓小平批评外国实行的制裁，没有纪录表明他在　1992　年退休前反对宣传部门激发爱国主义的做　

法，即使其中包含排外倾向。中国存在着像东欧和苏联那样陷入分裂的危险，因此需要作出认真的努力重新赢得年轻人　

的支持。爱国主义、经济发展和经济机会的增加，共同构成了解决问题的手段。但是，鼓动排外情绪的做法也远远超出　

了邓小平所鼓励的范围，而且在他退出政坛后愈演愈烈。随着外国在　1990　年代逐渐减少制裁，中国必须在这种排外的　

爱国主义与努力恢复邓小平在　1977　年以后建立的对外友好关系之间取得平衡。
